This is the third and final release. It contains data only
from ISHIOKA and WETTZELL as KOKEE recorded with a different
schedule and could not be used.

The USNO Analysis Center has reanalyzed the session using the
latest released database from WACO.

Problems: The second release from WACO attempted to add the
KOKEE data. The correlator discovered that KOKEE observed
with the wrong schedule, making the data unusable.
